ci: run the matrix on same-repo pull requests

The static/test/coverage jobs guarded themselves with an if: that skipped
same-repo PRs (only pushes and fork PRs ran the matrix), on the assumption that
the push event already covered internal branches. But push is filtered to
[master], so an internal feature branch triggers CI only through its PR — which
the guard then skipped. With those job names enforced as required status
checks, a same-repo PR could never satisfy them and was unmergeable.

Drop the guard so every PR runs the matrix. No double-run results: push only
fires on master, so feature branches are covered solely by their PR.
