feat: show ASN operator name instead of country code

The ASN column, MTR/Traceroute hop annotations, and plain-text traceroute output all showed the AS number plus country code. Team Cymru's org-name lookup was already implemented but unused in the UI; switch every display path to AS number + operator name via a shared stats.FormatASN helper, falling back to the bare AS number when the operator name is unknown.

Also add DNS-timeout and per-target jitter around the Cymru TXT lookups: the previous unbounded, synchronized (60s-interval) queries could burst all targets against Cymru's public server at once with no timeout, producing intermittent missing ASN entries.
