ci: don't fail the job when Coveralls upload errors

shogo82148/actions-goveralls occasionally hits a transient 500 from Coveralls, which was failing the whole Linux test job even though go test itself passed. Mark the step continue-on-error so an external service hiccup doesn't block CI/merges.
