test: measure non-default Kconfig branches in host coverage (#1040)

- add native_openapi_runtime_meta (CONFIG_BB_OPENAPI_RUNTIME_META=1) to
  make test/coverage's env set so gcovr merges its .gcda into the
  aggregate the Coveralls gate reads
- bb_diag_storage_nvs.c's runtime-compose arm (ensure_schema_patched/
  assemble_schema) was previously compiled out of every measured env
  and silently invisible to coverage, neither covered nor flagged
- verified clean: gcovr merge is env-agnostic (already merges
  native + native_lock_stats_off by source path), the wiring env's
  test exercises both branches of ensure_schema_patched's idempotency
  check, so the file lands at 100% lines with 0 new baseline markers
