Advance the Rego V1 migration while retaining V0 compatibility (#6622)

* Remove Rego V0 compatibility

Make Rego V1 the only accepted and evaluated policy dialect, remove the migration feature flags and warnings, and document the upgrade workflow for rule authors.

* Keep Rego V0 support during migration

Enable dual parsing and V0 warnings unconditionally while retaining the refusal flag and stored-version evaluation for installations that still have V0 rules.
