[fix] Guarded cancel upgrade API URL behind FIRMWARE_UPGRADER_API #444

When the FIRMWARE_UPGRADER_API setting is disabled, the `reverse`
call for `upgrader:api_upgradeoperation_cancel` and the corresponding
template URL tag would previously cause a `NoReverseMatch` error.

This change guards these calls behind the `FIRMWARE_UPGRADER_API`
setting, causing them to gracefully return an empty string when the API is
disabled, preventing crashes.

Closes #444
