refactor: re-derive /api/diag/boot response schema from descriptor meta (#1031)

Adds test_bb_diag_boot_wire_envelope_meta_golden.c (B1-1189), which proves
GET /api/diag/boot's REST envelope response schema (s_boot_get_responses[]
in platform/espidf/bb_diag_http/bb_diag_http_routes.c) is provably derived
from bb_diag_boot_wire_desc + bb_diag_boot_wire_meta, wrapped in the fixed
{ts_ms,data} envelope shape -- the runtime gather/render path is untouched.

Corrects bb_diag_boot_wire_meta's nested .required flags (panic.available,
reboot_reason.source/uptime_s/epoch_s, reboot_history's source/epoch_s/
uptime_s) to mirror the descriptor's own .present gating, matching the hand
literal exactly (mod the composer's documented additionalProperties:false
trailer). Updates the collateral test_bb_diag_boot_wire_meta_golden.c
(targeting the separate diag.boot SSE topic schema, which shares the same
meta table) for the now-populated nested required arrays.
