chore(ui): update config (#6570)

## Summary
A variety of small improvements to the UI:

- add a pre-commit script that skips `npm ci` and only runs on changed
files
- convert the esconfig to typescript and simplify it
- simplify the tsconfig
- use `@eslint-react/eslint-plugin`
- address some linting issues
- update the `Window` interface to include `POMERIUM_DATA`
- add the prettier sort imports plugin and sort imports in a few files
(was supposed to be enabled but wasn't working)
