Fixed Literal check depending on argument order for bools (#566)

check_literal used final_args.index(value), which returns the first== equal element. Since bool is a subclass of int, True matched the int 1 in Literal[1, True]; the subsequent type check then failed and the genuinely matching True was never examined. As a result Literal[1, True] rejected True while Literal[True, 1] accepted it.

Scan the arguments instead, requiring both a type and a value match. The type test is kept first so it still short-circuits values whose __eq__ does not return a bool, which the previous ValueError handler covered.
