feat: co-locate display_info meta table + correct panel schema to optional (#1029)

B1-1179: display.info (health.display SSE topic) was dropped from the
2b-i cluster over k_display_schema's panel:["string","null"] nullable
union, which the meta engine can't emit. Verified bb_serialize_walk.c's
present-predicate skip: panel/width/height/enabled all carry a .present
predicate (display_info_present) that OMITS the key entirely when no
display backend is registered -- the serializer never emits JSON null.
Corrected the hand literal to a plain optional string (matching runtime),
added required + additionalProperties:false to match the meta engine's
fixed shape, added the co-located bb_display_info_wire_meta table + golden.
