docs(repo): document npm oidc auth for publish workflow

  * the authentication section only explained the version workflow's
    github app token
  * the publish workflow authenticates separately, to npm,
    via oidc trusted publishers
  * without this a developer debugging a failed release wouldn't know
    where to look for the npm side of the failure
