Move prerelease into same workflow as release

Currently, the prerelease build is intermingled with the CI workflow.
This has always been pretty messy, so it's nice to clean up.

For OIDC in GitHub Actions, only one workflow can be registered as being
allowed to release. This is the main motivation of this change.
