ci: Add a daily scheduled fuzz workflow (#933)

Run each of the four fuzz targets for 120 seconds every day on the
standard runner, using the pinned nightly toolchain that the formatter
already uses.

Each matrix leg restores the newest cached corpus for its target and
saves the grown one under a run-unique key, so coverage accumulates
across days instead of restarting from the committed seeds. The corpus
is saved even when the run fails, and crash inputs from fuzz/artifacts
are uploaded as workflow artifacts so a red run carries its reproducer.

The workflow can also be started manually via workflow_dispatch.
