feat: add optional override for custom provider redirect URIs (#2641)

## Summary
- Adds `GOTRUE_CUSTOM_OAUTH_EXTERNAL_URL`
(`CustomOAuthConfiguration.ExternalURL`), an optional config value that
overrides the base URL used to build the OAuth `redirect_uri` for custom
OAuth2/OIDC providers in `loadCustomProvider`.
- When unset, behavior is unchanged — falls back to
`GOTRUE_API_EXTERNAL_URL` exactly as before. Non-breaking.
