docs: P4-001 tutorial README — lean front-door + docs/ + ReadTheDocs

Implements the owner-approved revised plan (PR #9):
- README.md rewritten as lean front-door (164 lines, 5 badges per c3:readme)
- docs/tutorial.md — the all-inclusive narrative (619 lines, 12 sections)
- docs/ folder: Sphinx + MyST + sphinx_rtd_theme setup for ReadTheDocs
- .readthedocs.yaml for readthedocs.org build config
- docs/{installation,quickstart,architecture,porting-map,security,configuration,api,changelog}.md

Per owner directives:
1. c3:readme skill updated to cross-link c3:documentation (separate c3 repo)
2. README follows c3:readme standards including badges

Review cycle: Stages a, d, e all APPROVED (functional, documentation,
completeness). make check green (48 tests). make docs builds clean.
make pre-publish no regression (Bucket A guards intact).

🤖 Implemented together with a coding agent.
