ci: route private infra zone through VPC resolver over VPN (fix ArgoCD wait DNS) (#1639)

Raw 'openvpn --daemon' brings up tun0 but never wires its pushed DNS into
systemd-resolved, so *.infra.safe.global had no route and the ArgoCD wait
failed with 'no such host'. Set it explicitly with resolvectl (dns 10.0.0.2 +
routing-only domain ~infra.safe.global), mirroring the working Terraform
Workflow action's 'Configure VPN DNS' step. Best-effort like the rest of the
VPN steps; staging (no VPN secret) is unaffected.
