Handle deregistration process manager old state enriching application stale commands (#4530)

* Add MarkApplicationInstanceDataStale command to enrich protocol

This is needed to handle old state in the process manager, where
old sap_system_ids are stored as application instances, when
they should be database instances

* Improve docstring text
