fix(reconcile): export a platform user by id when its email is not bare

The server can store a display-name email ("Alice <a@x.com>"), which validateSpec rejects because it is not a plain address. Export used any non-empty email as the ref, so exporting such a user produced a document that failed its own re-reconcile, breaking rule 5 over a reachable state. Use the email only when it is a bare address, else fall back to the id. Both a bare email and an id match the principal, so the export round-trips for every stored email form.
