feat(server-tray): Send to phone UI (Phase 2B.3)

FilesViewModel: IConnectionTracker + WebApiOptions injected,
ConnectedDevices collection refreshed on CountChanged, device
picker with auto-select, SendTextToPhoneCommand +
SendFileToPhoneCommand (OpenFileDialog). GetLocalLanIp
resolves PC LAN IPv4 for download URL.

ConnectedDeviceInfo model (connectionId, displayName, ip).

FilesView.xaml: 'Send to phone' section above history (device
picker + text box + Send text + Send file buttons). History
renamed to 'Transfer History'. Grid rows adjusted.

InvertBoolConverter from Extensions namespace as resource.
No Spacing on StackPanel (WPF anti-pattern).
