refactor: rehome bb_json_envelope_split to bb_str as bb_str_envelope_split (#1013)

- move the pure quote/escape-aware envelope byte-scan out of bb_json and
  into bb_str (bb_json_envelope_split had zero cJSON dependency and zero
  production callers -- only test/test_host/test_bb_json.c exercised it)
- rename to bb_str_envelope_split to match bb_str's naming convention;
  doc comment preserved verbatim (symbol name updated)
- bb_json/src/bb_json.c removed entirely (it contained only this
  function); bb_json's CMakeLists SRCS list updated to match
- move all 18 test cases from test_bb_json.c into test_bb_str.c
  (only coverage this function has ever had -- fully preserved, none
  dropped) and rewire test_main.c's forward decls / RUN_TEST list
- survives bb_json's eventual deletion (B1-1062)
