refactor!: retire GET /api/diag/heap (meminfo is stats SSOT); relocate integrity check to /api/diag/heap-check (#1011)

- heap stats now live solely on /api/diag/meminfo (a clean superset)
- integrity check (?check=true) relocated to standalone GET /api/diag/heap-check
- updated Kconfig help text, bb_diag_http.h, bb_diag_meminfo.h, bb_meminfo.h/.c provenance comments
- deleted the /api/diag/heap host-test fixture and desc_audit entry; added the heap-check equivalent
- moved /api/diag/heap-check's SKIPPED-ROUTES entry in test_route_fidelity.c (ESP-IDF only)
- external script consumers (bbdevice, bbtool size --heap-from-http) left dormant; migration deferred
