docs(recipes): add production broker deployment guides with CI and smoke tests

Split broker notes into per-broker deployment guides under
docs/recipes/brokers/ with copy-pasteable configuration, Docker Compose
fixtures for Mosquitto and EMQX, and Rust examples for HiveMQ Cloud and
AWS IoT Core.

Add broker_recipe_smoke examples for both MQTT v4 and v5, validated
against the Mosquitto and EMQX fixtures. Expand the feature matrix in
the recipes README to cover TLS, WebSocket, proxy, reconnection,
manual-ack, and tracing example commands.

Introduce scripts/check-recipes.py to compile-check every recipe Rust
block and validate Docker Compose files in CI. Add
scripts/smoke-production-recipes.sh to run end-to-end publish/subscribe
smoke tests against the local Mosquitto fixture.

Remove the completed production-recipes TODO from TODO5.md and add
separate v4/v5 MPTCP examples to the MPTCP recipe.
