chore: Enable Biome linter with recommended rules

- Enable the linter with the recommended rule set instead of the
  inactive ESLint-migrated rule list (linter was disabled entirely)
- Set jsxRuntime to reactClassic to keep React default imports
- Fix new lint findings: import type, useless fragments,
  iterable callback returns, implicit any let, constructor shadowing
- Remove orphaned .prettierrc.json (Prettier is not wired up and the
  config contradicted Biome formatter settings)
