Protect responder-certification field with an edit capability (#17)

* Protect responder-certification field with an edit capability

Add scrutiny_edit_responder_certification, granted to administrators by
default. The member responder-certification field is now visible to
everyone who can see the member edit screen but only changeable by users
holding the capability, mirroring how Scrutiny already gates the
personal-email and mobile-number fields (minus the view/obscuring tier,
since a certification stage is not personal data).

ResponderCertificationGuard registers two ACF filters keyed on the
field: prepare_field disables the radio for read-only users, and
update_value preserves the stored value on save (the authoritative gate
against a tampered POST). REST writes are let through for Integrity,
matching MemberFieldsObscurer.

* Bump version to 1.23.17
