test: raise coverage to ~90% (wp_mock 1.1.1 / phpunit 9.6) (#27)

* test: raise coverage to ~90% on wp_mock 1.1.1 / phpunit 9.6

Standardise Reach's test tooling on the rest of the suite and lift line
coverage from ~42% to ~90% (measured over src minus src/Admin), without
touching any production code.

Tooling
- composer: pin phpunit ^9.6|^10.0, add 10up/wp_mock 1.1.1 + mockery,
  add test:unit and test:coverage scripts (mirrors Integrity).
- phpunit.xml.dist: 9.6 schema with a <coverage> block including src and
  excluding src/Admin (the same call Integrity makes).
- bootstrap.php: load the Composer autoloader + WP_Mock::bootstrap()
  alongside the existing hand-rolled WP stubs; add the extra WP function
  stubs, hook/route capture, dbDelta, and the Unity Container /
  MemberViewFactory and Scrutiny PersonalData* shims the new tests need.
- SettingsOutOfHoursTest: rename the at() helper (collided with PHPUnit
  9.6's TestCase::at()).
- .gitignore: ignore the local tests/coverage HTML report.

New tests cover the OAuth providers and controller, password-auth flow,
call-attempt/-request controllers, JWT verifier edge cases, geocoder,
resolver, settings secret encryption, the DI wiring (ReachServiceProvider
+ Plugin), route registration, and the wpdb repositories' write paths —
security-relevant behaviour throughout (CSRF state, email_verified gate,
attempt-token binding, secret-at-rest encryption, PII-free audit detail).

CI already generates the Clover report and uploads it to Coveralls.

* fix(ci): resolve dev deps for PHP 8.1

The lock was generated on PHP 8.5 and pulled doctrine/instantiator 2.1.0
(requires PHP ^8.4), which failed `composer install` on CI's PHP 8.1.

Set config.platform.php = 8.1 so dependency resolution targets the
project's declared minimum (composer require: "php": ">=8.1") regardless
of the dev machine's PHP, and re-locked — doctrine/instantiator drops to
2.0.0 (PHP ^8.1). Prevents this class of newer-dev-PHP lock drift.
