docs: add Installation section and reorder README for library users (#7)

The Metacello load expression was only in docs/development.md, so someone
who just wants to load NeoYAML into their own image could not find it from
the README. Add Requirements and Installation sections up front, and move
the make targets to a Development section at the end so they no longer read
as a prerequisite for using the library.

Also surface the NeoJSON-side entry points added in #6 (NeoJSONWriter
toYAML:, NeoJSONReader fromYAML:, NeoJSONObject fromYAML:) and add a
Documentation index, which links docs/parser.md and the Japanese versions
for the first time.
