sql: introduce `struct ast_expr`

This patch adds the `struct ast_expr` and `struct ast_expr_list`, which
are used to describe a parsed expression and a list of expressions,
respectively. These expressions are simplified versions of
the `struct Expr` and `struct ExprList`.
