Add Rails 8.1 support

Allow Rails 8.1 by bumping the gemspec constraint to `< 8.2` and add
appraisals/gemfiles for rails8.1 with graphql 2.4, 2.5 and 2.6 (Ruby
>= 3.2, mirroring the rails8.0 setup). Wire the new gemfiles into the
CircleCI matrix with 3.0/3.1 excludes.

To keep the CI matrix bounded, drop the oldest rails7.0 + graphql 2.0,
2.1 and 2.2 combinations, and clean up leftover graphql v1 appraisals,
gemfiles and stale lock files (none of which were part of the matrix).
