Support NoneType annotations (#1351)

Return NoneType from OmegaConf.get_type() for config nodes that hold explicit None while preserving raw None and missing-value semantics.

Add a dedicated typed value node so None and NoneType annotations validate structured fields and nested list, dictionary, and tuple values.

Add dataclass and attrs regression coverage and document the API change.
