monitoring: add vm typed resource label to VM/VMI-scoped alerts (#4417)

Add a `vm` label via label_replace() to 2 VM and VMI-scoped alerts
that were missing it. This enables the monitoring-plugin to detect
which VirtualMachine resource an alert is about and provide clickable
navigation from alerts to the VM resource page.

Alerts modified:
- DeprecatedMachineType
- VMNonRecoverableOSPanic (warning)

The existing `name` label is preserved for backward compatibility.
