feat!: remove the legacy non-Caddy server

The standalone `mercure` binary and its `deprecated_server` build tag are
dropped for 1.0. Only the Caddy module (and the Go library) remain.

Removes the cmd/ entrypoint, the deprecated_server-gated hub bootstrap,
the common version package, Dockerfile.legacy, and the legacy GoReleaser
build/archive/Docker targets plus the CI build-tag and attestation steps.
