[backport] CA-422619: Skip xapi-clusterd start when already active (#7187)

1. Skip 'systemctl start xapi-clusterd' when it's already active to
avoid hanging.
2. Add a 60-second timeout to the xapi-clusterd start so that the
systemctl stuck can no longer block pool-join indefinitely.
Backport of #7178
