fix(ci): make prod health gate VPN-independent; fix VPN log perms

- Read/clean root-owned openvpn log+pid with sudo (they were unreadable
  without sudo, failing the gate).
- Start VPN and ArgoCD-wait are now best-effort (continue-on-error): a VPN
  outage no longer fails the deploy.
- Production also polls /about/ (version_check_url) to confirm rollout without
  the VPN. The gate is now version-poll + smoke + API checks (all public);
  the ArgoCD wait is an advisory deeper check.
