Commit Message

Add rate limiting to xapi (#7186)

To avoid more merge commits, I've rebased the feature/throttling2 branch
onto master. All the commits in this PR have been through their own
review process, and the build passes a BST with rate limiting turned off
(default), run ID 246972.
Another BST is in progress with rate limiting on, run ID 246982
