## Description

This diff adds support to build userauth static lib from source. This is
done to allow building with musl which is what we support for our CLI
binaries on the CI. The `USERAUTH_FROM_SOURCE` flag is introduced to
control if we want to build from source or pull in the published builds
from ooniprobe-rs
