chore(deps): adopt TypeScript 7 with side-by-side TS6 API (#2490)

Install TS7 via @typescript/native for type-check and build, while
keeping the typescript package on @typescript/typescript6 so ESLint
and openapi-ts can use the programmatic compiler API until TS 7.1.
