Add non-standalone system transaction statuses (#142)

#### Description
- add malformed `_snapshot` and `_checkpoint` transaction statuses
- expose `committerpb.SystemNamespaces()` for safe reserved namespace
iteration
- expose `committerpb.IsSystemNamespace(string)` so downstream repos can
remove duplicated predicates
