fix(renovate): skip cooling-off period for toolhive, fix deprecated fileMatch (#2493)

We control stacklok/toolhive releases directly, so the 3-day minimumReleaseAge
doesn't protect against anything and just adds lag between backend releases
and the UI picking them up.

Also replaces the deprecated fileMatch option with managerFilePatterns in the
customManagers block.
