Clean up commented out WebKit form control sizing CSS & docs (#42731)

* Let WebKit date inputs scale with control sizing

Drop the fixed 1.5rem heights on the -webkit-datetime-edit and
-webkit-datetime-edit-fields-wrapper pseudo-elements so date inputs
inherit the control's font-size, line-height, and padding and scale
with the size modifiers. Also remove a stale commented-out variables
block from the form-control docs.
