* Add GitHub Actions CI with StyleCop + Meziantou analyzers

Wire StyleCop.Analyzers and Meziantou.Analyzer into all register-owned
projects via Directory.Build.props, tuned by a repo-root .editorconfig +
stylecop.json for this codebase's conventions (tabs, _camelCase fields).

A curated, behaviour-safe subset is enforced as build-breaking errors:
  MA0002 (collection string comparer), MA0009 (regex timeout / ReDoS),
  MA0074 (explicit StringComparison), SA1400 (explicit accessibility).
MA0049 (default error) is disabled to keep the existing namespace layout;
cosmetic StyleCop rules are disabled; MA0011 stays a visible warning.

Fixed all violations of the enforced rules with zero behaviour change
(explicit defaults: Ordinal for equality collections, CurrentCulture for
ordering, regex timeouts, explicit private modifiers).

CI (.github/workflows/ci.yml) builds the net9.0-android head on ubuntu.
The Unity.Intergroup project reference to the separate Integrity repo is
now an overridable IntegritySharpDir property so CI can resolve it from a
side-by-side checkout of bleedingdeacons/integrity.

* CI: build with implicit restore, don't force TFM on restore

Splitting restore/build and passing -p:TargetFramework=net9.0-android to
restore forced that TFM as a global property onto the referenced net9.0
libraries (Unity.Intergroup, Integrity), producing assets without a
net9.0 target and failing the build. Use a single 'dotnet build
-f net9.0-android' with implicit restore so MSBuild negotiates each
project reference to its compatible TFM.

* Enforce MA0049 (rename Extensions -> MeetingExtensions); build Android-only in CI

- Rename the Extensions class/file to MeetingExtensions so it no longer
  matches its namespace segment, and re-enable MA0049 as an enforced error.
- Add an opt-in RegisterAndroidOnly TargetFrameworks override to the app
  project so CI restores/builds only the net9.0-android ... (continued)
