[skills] Add doc-audit skill for post-change doc/config staleness audits

Adds a doc-audit Bob skill that, after a development task, audits every
*.md/*.yaml/*.tmpl file for staleness the change introduced. Tier A runs the
repo's existing generated-doc checks (metrics reference, CLI help, loadgen
sample tree) and regenerates them on drift, and reports config samples that no
longer load; Tier B is an LLM grep-and-judge sweep over docs, agent
instructions, other skills, config samples, and config templates, reporting
file:line with a suggested fix (report-only, never edits prose).

Wires it into the development skill's "Before you finish" checklist so a
completed task dispatches doc-audit on a subagent; a strong description also
makes it manually invocable. Includes the design spec under
docs/superpowers/specs/.
