* Add admin AI dashboard with suspicious behaviors and errors sections

* Use named constant for admin header tab, define tabs array in header partial

* Wrap suspicious behaviors table in collection-settings-wrapper for correct sidebar layout

* Plan: reduce suspicious behaviors search input width to keep filters on one line

* Reduce suspicious behaviors search input widths to keep filter row on one line

* Fix vertical alignment of Type filter label/select in suspicious behaviors

* Fix tab overengineering

* Fix admin locale cleanup for CI i18n checks

* Fix suspicious behavior filter param spelling in specs

* Fix failing test: expect redirect to /404 for non-error record instead of raised error
