refactor(cli): bundle shared options into reusable groups

Typer derives each command's options from its function signature, so
sharing a block of options previously meant re-listing every parameter
in every command. Bundle them into COLLECTION_OPTIONS and HTTP_OPTIONS
and splice a group into a command's signature via a with_options
decorator, so commands opt into a whole block with one entry and new
modifiers reach every command in the group.
