refactor: adjust campaigns (#1549)

Campaigns used to rely on single topics for their informations. This however
implied manually switch between possible heuristics, which made refactoring
difficult.

This change makes deployment campaigns subscribe to more focused topics, so that
a message coming from a certain topic carries meaning and we can imply a certain
action success.
