Ci unit tests only (#54)

* Run only unit tests in CI

Restrict the main CI gate to TestCategory=Unit so live provider outages can no
longer fail the build. The Integration tests keep running on schedule via the
per-provider workflows.

* Run only unit tests in the deploy workflow

Match the CI change so a live provider outage cannot block a NuGet publish.
