Pin hex-zero and parse error/edge cases in serialization tests

Add the boundary and quirk cases the first pass left implicit: hex of zero
renders empty (both carriers suppress leading zeros), leading-zero and
uppercase-hex parse inputs, radices spanning 2..=16, and the error paths —
empty string, invalid digit, over-width value (2^32 on the 32-bit backings),
and out-of-range radix.
