Add manual GraceDB ingestion: form view + ingest_LVK_event command

- IngestFromGraceDBView: a small, LoginRequired FormView
  over GraceDBEventIngestionForm; delegates to
  services.gracedb.ingest_event_from_gracedb
- ingest_LVK_event management command
- Route ingest-gracedb/ is registered BEFORE the '<str:event_id>/'
  catch-all, which matches any single path segment -- ordering is
  load-bearing, and a comment in urls.py now says so.
