feat(storybook): Cross-link 1st-gen and 2nd-gen documentation sites (#6531)

* feat(storybook): cross-link 1st-gen and 2nd-gen documentation sites

Add Storybook refs composition so users can navigate between the 1st-gen
and 2nd-gen sites from either one. The target URL is read from an env var
(SWC_GEN1_STORYBOOK_URL / SWC_GEN2_STORYBOOK_URL) defaulting to each site's
production URL, so CI can override it to the matching PR-preview deployment
during preview-docs.yml builds. No 2nd-gen beta deployment exists today, so
the beta 1st-gen build falls back to linking at 2nd-gen production.

* fix(storybook): collapse cross-gen refs by default

Set expanded: false on the new 1st-gen/2nd-gen refs so the sidebar shows
just a collapsed link entry instead of auto-expanding the full remote
story tree, matching the existing Spectrum CSS ref's behavior.
