Bridge git refs via carapace-bin macros instead of duplicating shellouts

actionGitBranches and actionGitTags reimplemented `git branch --all` and
`git tag` shellouts that already exist as tools/git.ActionLocalBranches,
ActionRemoteBranches, and ActionTags in carapace-bin. Replace the duplicates
with bridge.ActionMacro calls to the tools.git.LocalBranches,
tools.git.RemoteBranches, and tools.git.Tags macros, matching the pattern
carapace-jjlex uses for net.ssh.SigningKeys and os.GpgKeyIds.

Adds carapace-bridge v1.6.2 as a dependency (same version carapace-bin uses);
no import cycle since carapace-bridge doesn't depend on carapace-pnpm or
carapace-bin.
