ci: add build_test_images rollup status for branch protection

The build_test_images matrix produces per-leg check names
(build_test_images (rust gatekeeper, python keymaster), ...) that change
whenever the matrix changes, making them fragile to require in branch
protection. Add a single rollup job that needs the matrix and passes only
when every leg succeeds, giving one stable required-check name
("build_test_images result").

Uses `if: always()` so a failed leg fails the rollup rather than skipping
it — a skipped required check would stall PRs instead of blocking them.
